Reconstruction of Ukraine: Finland’s national plan, part one

As stated in Prime Minister Orpo's Government Programme, the Ministry for Foreign Affairs together with the Ministry of Economic Affairs and Employment, Ministry of Finance and business stakeholders have drawn up a plan for Finland's participation in the reconstruction of Ukraine.

The plan focuses particularly on financing and advisory services relevant for Finnish companies needed to enable them to participate in this reconstruction project with an extremely large scale in terms of the required financing and time span. International companies can influence economic development in Ukraine, which will also be essential for employment and other societal development in a war-torn country.

The plan describes the needs and international organisation of reconstruction in Ukraine as well as proposes financing solutions for Finnish companies’ market surveys, search for partners, export financing as well as investments. The plan additionally describes advisory services that companies can obtain from organisations in the Team Finland network and other business actors. Both the advisory services and financing services available for companies are also described in a table format in the plan.

The second part of the plan, which will be prepared in 2024, will have a broader focus on the participation of Finland's central government and various stakeholders in the reconstruction and the use of Finland’s development cooperation funds in Ukraine.
